Civil Engineer Manager

About the role

The Civil Engineering (CE) Manager leads a team of skilled trades craftsmen and oversees all civil engineering operations at Forward Operating Location Curacao. This role ensures the efficient operation, maintenance, and repair of U.S.-owned facilities and infrastructure in line with the base support contract.

Key responsibilities

• Provide daily oversight and supervision of operations & maintenance staff, managing schedules and prioritizing job assignments.
• Coordinate special projects with the CE Project Manager, Program Manager, US Government and subcontractors, handling budgets, scopes and timelines.
• Maintain and repair storm‑water drainage, pavements, airfield navigation and lighting systems, and all utility services.
• Manage the complete facility maintenance program, including inspections, plumbing, HVAC, electrical, roofing and roofing systems.
• Prepare and submit detailed reports on activities, work order status, chemical inventory and facility condition.

Required profile

• Bachelor’s degree in a related discipline (Associate’s in Business Management preferred).
• 3‑10 years of civil engineering trade experience with 5 years of USAF or civilian base CE knowledge.
• 5 years supervisory experience in operations, maintenance or project management.
• Secret security clearance, U.S. citizenship, active passport and driver’s license.
• Journeyman certifications in HVAC and Electrical; fire suppression, GSA locksmith and backflow prevention certifications desired.

Required skills

• Proficiency with Microsoft Office suite (Outlook, Word, Excel, PowerPoint, Teams).
• Experience using CMMS for work order management and updating as‑built drawings.
• Knowledge of Unified Facilities Criteria (UFC), NFPA, U.S. and International building codes.
• Ability to prepare and interpret flowcharts, schedules and step‑by‑step action plans.
• Physical ability to lift, pull, push and carry up to 45 lb.
